The project was undertaken by China National Building Materials Engineering and Beijing Triumph in cooperation with the Azerbaijan 5000tpd cement production line project. This project is the largest, most equipped and best quality cement production line in the Caucasus. The project uses natural gas as fuel and was successfully put into operation in April 2014. The President of Azerbaijan personally attended the commissioning ceremony. On August 20, 2015, the project was featured in a special report by the People's Daily as an outstanding project of the "Belt and Road Initiative".
